Hier, le Conseil général a instruit le Gouvernement de « mettre en place un programme de primes aux combustibles de chauffage pour les riverains et de locomotion pour les entreprises et les commerces ». Ainsi, il a été approuvé avec 23 voix pour (ceux du groupe social-démocrate et ceux de la majorité) et trois abstentions (troisième voie). De même, et après la demande de transaction de la majorité, le Conseil exhorte l'exécutif à appliquer des mesures généralisées pour réduire le coût du mazout pour les habitants, alors que pour les entreprises, ces primes seraient bien destinées aux carburants de locomotion. C'était l'une des propositions de résolution qui ont été débattues dans la dernière partie du débat d'orientation politique. Au total, les groupes ont présenté jusqu'à onze propositions (deux ont fini par fusionner en une seule) dont sept ont été approuvées et trois ont été retirées. Outre cette prime, il a également mis en avant l'accord pour que « dans les meilleures conditions possibles» le salaire minimum soit de 60 % du salaire moyen. Initialement, le groupe social-démocrate avait appelé à ce que cet objectif soit atteint d'ici janvier 2023. Cependant, elle a cédé à la majorité, supprimant le délai, pour que le texte aille de l'avant. Sur proposition du groupe Citoyens engagés, l'étude de faisabilité des coûts d'une liaison ferroviaire avec « l'Espagne et/ou la France» a été approuvée, et allouant davantage de ressources pour développer l'utilisation sociale du catalan et «éviter l'utilisation des affaires étrangères” Dans les activités ou des programmes exécutés par l'exécutif. Simultanément, la proposition des sociaux-démocrates d'avoir un parc immobilier public qui représenterait 25 % du total d'ici à 2030 n'a pas reçu suffisamment de soutien. L'exécutif n'a pas non plus publié avant la fin de l'année toutes les réglementations en suspens liées aux textes législatifs déjà approuvés dans cette législature.  Enfin, la proposition de résolution de l'édile non affiliée, Carine Montaner, qui demandait de réaliser une enquête sur la direction du SAAS face aux plaintes des différents travailleurs, n'a pas non plus été approuvée. Malgré l'offre de Carles Enseñat, président du groupe parlementaire démocrate, de réaliser un audit interne de l'organisme public, l'élu non-inscrit a décidé de ne pas transiger et la proposition n'a reçu que le soutien du PS. De son côté, «terceravia» s'est abstenu dans tous les votes.
